Interview of Kari Bruffett, May 5, 2026

This interview contains substantive discussions about health policy changes that have been occurring the last 25 years. Interviewer Bob St. Peter explores Bruffett's interesting career, mostly in Kansas, mostly in health policy, although she started in Washington DC working for Senator Nancy Kassebaum during her final two years in the Senate. Bruffett then joined the staff of newly elected Rep. Jerry Moran, but after 4 years was ready to return to Kansas. She worked with Koch Industries before becoming the Executive Director of the Kansas Republican Party for 4 years. She went to the University Show Moreof Kansas Hospital Authority which was in the middle of a huge transition and navigating its relationship with the medical school. After those years she turned to state government. working on numerous issues such as medicaid expansion estimates and KanCare. She was asked to be Secretary of the Department for Aging and Disability Services - KDADS. She ended up at the Kansas Health Institute, following St. Peter after he retired. Show Less

Interview of Kathleen Sebelius, January 18, 2023

In this 2023 interview of Kathleen Sebelius by Rex Buchanan, the former Kansas governor explored key energy and environmental issues and how they were addressed during her administration (2003-2009). Those issues included rejection of a new coal-powered electricity generation plant in western Kansas, voluntary protection of the 'heart of the Flint Hills' from wind farm development, and increased pressure on the state's dwindling water supplies. Sebelius attributes many of the energy and environmental approaches of her administration to the expertise and creativity of her cabinet, including Rod Bremby, Secretary of Show MoreHealth and Environment, former Governor Mike Hayden who served as Secretary of Wildlife and Parks in the Sebelius cabinet, and Joe Harkins, a trusted advisor. Interview of Richard Carlson, February 9, 2024

Interviewed by Chris Courtwright

Richard Carlson held several important positions in Kansas government -- Secretary of Transportation, Chair of the House Taxation Committee, County Commissioner of Pottawatomie County -- in addition to being a farmer/cattleman, banker, businessman. In his interview he describes his efforts as Tax Chairman to pass and implement Governor Brownback's tax plan of 2012. He acknowledged the plan as finally passed was "unsustainable." In 2016 Governor Brownback appointed Carlson to the position of Secretary of Transportation (2016-2019). During his time as Secretary, he oversaw the implementation of various transportation projects around the state.

Interview of Rod Bremby, December 22, 2023

As Secretary of Health and Environment for Kansas, Rod Bremby became the first U.S. public official to deny a coal-fired power plant operating permit due to climate change. In this interview he reflects on that decision made while navigating uncharted policy terrain and on lessons learned during his 30-year career in public service at the local and state levels. Bremby describes missed opportunities in considering the power plant operating permit application while saying clearly that, even in retrospect, it was the right decision. Bremby also explains how integration of health and environmental policy makes sense at the Show Morestate level. Notably, Bremby paints a picture of leadership that recognizes and relies upon the expertise and experience of public servants who serve under appointed officials. Show Less

Interview of Kathleen Sebelius, October 28, 2022

Kathleen Sebelius ran for the legislature to "go home." Her kids were ages two and five and she was eager to get out of a demanding job to spend more time at home--better work-life balance. In her 2022 oral history interview, she discussed the changes in the culture of the legislature and state government she experienced over the 30-plus years she served in public office. She observed that when both US Senate seats for Kansas came open in 1996, and Sam Brownback challenged incumbent Sheila Frahm for one of the seats, a fissure Show Morewas created in the Republican party. Sebelius observed the insurance industry being very partisan and tilted toward the industry interests. Her discussion of budget issues during her terms as governor reveals her problem-solving process, even though her time in office was bookended by recessions. School finance also posed some unique challenges during her administration because the Great Recession got in the way of the court's mandates. Phill Kline, the Kansas Attorney General at the time urged Republicans to do nothing regarding school finance. The BEST teams created in the Sebelius administration were important to solving the budget crisis. This interview concludes with discussion of her selections of Lt. Governors and her experiences at the US Department of Health and Human Services (HHS) and her activities after leaving government service.

Interview of Delia Garcia, April 21, 2022

Garcia's interview describes how she was recruited to run for the Kansas Legislature and how she learned how to be a successful leader. She had many role models from Texas Senator Leticia Van der Putte, to Governors Finney and Sebelius, and Sr. Therese Bangert. She told a story about a legislative colleague who complimented her on speaking good English while she was debating a measure requiring English as the official language. Garcia felt humiliated and angry, but one of her mentors talked her out of quitting. She used that experience to begin intentionally training women, Show Moreparticularly women of color, to run for political office. She has written a book on national Latina leadership, to be published at the end of 2022. Garcia also shares her thoughts on immigration and immigrant rights. She cites the fact that Kansas was the fourth state in the country to pass in-state tuition for undocumented students in 2004. To her, immigration policy has an economic impact. Congress should be willing to come to the table and talk, discuss and even compromise to find a solution. Interview of Pamela Johnson Betts, March 25, 2022

The interview begins with Pamela Johnson Betts talking about attending Washington Elementary School, which was one of the schools noted in the landmark Brown v. Board Education case that overturned segregation. She describes her friendship with Cheryl Brown Henderson, daughter of Rev. Oliver Brown who was the plaintiff in the case, and the fact that the family never talked about the landmark case. The two women worked on saving the Monroe school building in the early days before it became a national historic site. This was the beginning of a 50 year career in public service Show Morefor both. Ms. Johnson Betts also talks about an experience she had in the 7th grade when a teacher slapped her (the only African-American student in the class) and the lessons from that experience. Later in the interview she compares the leadership styles of the three governors with whom she worked and some of the public policy issues she was responsible for managing, such as childhood immunizations, public health. Her own experience in working on issues affect the elderly was shaped by those earlier experiences. She was fortunate to find other African American women role models in top management positions, such as Dr. Joycelyn Elder, Surgeon General of the United States. Even as a member of the Governor's cabinet, she continued to experience incidences of racism directed at her. She talks candidly about how she dealt with those incidents and their impact on her. Interview of Barbara Sabol, January 14, 2022

Barbara Sabol, the Secretary of Aging and Health and Environment under Governor John Carlin describes herself first and foremost as a nurse. That nursing background propelled her into high level positions in local, state and federal levels of government, always asking how her actions affected the children and the people she served. Sabol began as a leader in Kansas government and academia before being appointed Secretary of Aging, working with other advocates to establish the Silver-haired Legislature. She worked for Mayor Marion Barry in Washington DC in his office of Policy and Planning within Show Morethe Department of Human Services. Carlin asked her to return to Kansas as Secretary of Health and Environment where she quickly established a reputation as a problem solver for tough issues such as the permanent closure of a waste dump in Furley that leaked toxic chemicals. Sabol talks candidly about the challenges she faced as an African American and a woman and how she met those challenges. The interview concludes with her describing her latest project, housing for young adults who have aged out of the foster care system. Show Less

Former Kansas Governor Mike Hayden talks about how his life-long concern for wildlife and natural resources informed his entry into electoral politics, service in the Kansas House, time as Governor, and his subsequent career. This interview provides insight into how one Kansan was able to make a lasting impact on the state in a key public policy area. Hayden provides perspective on policies that were initiated during his time in office that remain in place and some that may need to be re-examined in the light of recent developments.

Interview of Gary Sherrer, October 15, 2021

Interviewed by Mike Matson

Gary Sherrer was a debater and it changed his life. His reflections on growing up in Topeka, winning a debate scholarship to Kansas State Teachers College and then teaching for eight years are the perfect backdrop to his later achievements. His association with the Graves Trucking Company and soon-to-be-Governor Bill Graves paved the way for him to become Bill Graves' Lt. Governor. Sherrer won the respect of many Kansas leaders, including Henry Bubb and Jordan Haines, two preeminent bankers who recruited him to the banking industry as chief marketing officer, and later, lobbyist when multi-bank holding company Show Morelegislation was pending. His debate skills served him well as a lobbyist, enabling the controversial bill to pass by one vote. He developed the Leadership Kansas model to train leaders. He knew how to solve community problems and displayed those skills as Secretary of Commerce for Governor Graves. One of his proudest accomplishments was the STAR bonds project in Wyandotte County, with Mayor Carol Marinovich. The interview is replete with examples of programs he developed or guided to fruition.
