Interview of Janis Lee, October 14, 2019

Former State Senator Janis Lee's 2019 oral history interview covered her 22 years in the Kansas Senate as well as several years on the Kansas Court of Tax Appeals (formerly the Board of Tax Appeals and later returned to that name). The interview covers many topics, including how she campaigned in a rural district that increased in area over those 22 years, driving as much as 45,000 miles in an election year. Lee developed expertise in tax issues that was important to the agriculture community and in funding rural schools. Water supply was an important issue in her district, Show Moreas was adapting federal regulations so they would work in rural communities. She witnessed the shift to a more conservative legislature and more anti-abortion legislation. Funding for schools dominated most sessions.

Interview of Doug Mays, September 25, 2020

This interview with former Speaker Doug Mays contains good insight into how the Kansas House of Representatives functioned at the end of the Twentieth Century and the first decade of the Twenty-First. The institution was changing as its membership became more conservative. Mays describes in great detail how its leadership dealt with controversial issues such as school finance and taxation. Mays cites two issues as his proudest accomplishments: passing a sales tax to lower property taxes for Washburn University and neighborhood revitalization legislation. Speaker Mays notes that every time a bill came through, he read Show Moreit. His discussion of the power of the speaker is illustrated with numerous examples. “ I believed in the process. I believed that the speaker was the keeper, the protector of the process.” He promoted civility in the body and developed a good relationship with the Minority Leader Dennis McKinney which allowed him to end the 2005 Special Session without adjourning sine die. Mays promoted greater use of technology for the legislature and tightening of deadlines to ensure smooth operations. There are several examples of his relationship with governors. Jack Alexander, Topeka Water Commissioner

In this 2020 oral history interview, Jack Alexander reflected on his early life growing up in Topeka, Kansas in the 1930s and 1940s, and his extensive public service career beginning with enlistment in the U.S. Navy. Alexander describes serving in various roles both in local government, particularly as Water Commissioner for the City of Topeka, and in state government, including appointment to the Kansas Corporation Commission. He also described his contributions to local volunteer organizations. Alexander’s recollections create a portrait of an individual committed to public service based on a solid foundation in family and community and a sincere appreciation Show Moreof and concern for others.

Interview of Dennis McKinney, August 23, 2019

Dennis McKinney developed many insights in his sixteen years as a leader in the minority party into how the legislature did work, and how it should work. He recounts numerous instances when things worked well because of bipartisan cooperation and compromise. McKinney's experiences on the House Energy and Natural Resources committee working with Carl Holmes and Ken Grotewiel helped shape water policy in Kansas. His experience as a farmer and rancher in south central Kansas coupled with his focus on problem solving led to his reputation as a "middle of the road legislator" who would work Show Morewith both political sides as well as urban and rural. McKinney was committed to public education as well as conservation. The pursuit of fair and balanced tax policy shaped his actions. The interview highlights the importance of leadership from the governor's office and other legislative leaders (Mays, Shallenburger, D. Kerr, Morris). There is an interesting segment about the 2005 Special Session on school finance where McKinney talks about using the courts as leverage. In this 2018 oral history interview, Gus Bogina discusses his service in the Kansas Legislature, focusing on his 14 years in the Senate (1981-1995). Bogina reflects on his relationships with Senate leaders and governors during 11 sessions as Chair of the Senate Ways and Means Committee. Bogina also describes his storied ride with the Highway Patrol when he was brought back from Johnson County following bypass surgery to cast the deciding vote on the water plan funding.

Interview of Robert (Bob) Miller, November 9, 2017

Former Speaker of the Kansas House of Representatives, Robert (Bob) Miller recalls his many years of service to the State. He describes his involvement with the Young Republicans at K-State, his first campaign to represent his area of Sumner County, and moving up through the ranks in the House despite not having ambition for any other elected position. Miller reflects on his sometimes arms-length relationships with fellow House members and with lobbyists. From his position as chair of the House Federal and State Affairs Committee he oversaw the development of implementing legislation for liquor-by-the-drink, parimutuel wagering, and Show Morethe State Lottery by building subject-matter expertise within the committee. Miller describes instances when legislators' positions on policy issues did not break along purely partisan nor on purely urban-rural lines. Interview of Richard (Dick) Bond, September 6, 2019

Former Senate President Dick Bond candidly discusses his 14 year career in the Kansas Senate which followed a 25 year career in Washington DC as chief of staff for 3 congressmen. Well known in Kansas Republican circles, Bond was appointed to fill a vacancy when Senator Jack Walker became Lieutenant Governor. Bond compares the politics of Washington to Kansas. He saw the passage of liquor-by-the-drink as a boon to economic development. Bond is most proud of the renovation to the Kansas Capitol which was started under his term as President of the Kansas Senate. Interview of Jo Ann Pottorff, October 9, 2020

Former Kansas State Representative Jo Ann Pottorff describes her best legislative work as getting the Parents as Teachers program passed. With her background in education, she saw opportunity for this program to make a difference for children. Pottorff’s policy interests were education, financing the work of the legislature, and funding schools. In order to pursue those interests, she secured an assignment to the House Appropriations Committee early in her tenure. Over the course of her service in the Legislature her interests broadened. Pottorff was assigned to the Joint Committee on State Building Construction, which she chaired for a Show Moretime, and as a member of that Committee was involved in the renovation of the Capitol building. At the national level, Pottorff worked with National Conference of State Legislators (NCSL) and the Women's Legislative Network which allowed her to meet other women in office and to travel internationally, to Korea, Japan, Taiwan, and Germany. Pottorff describes the changes in the culture of the legislature during her years of service (1985-2012). She notes the rise in partisanship and inter-party divisions evidenced by the fact that she was often targeted in a Republican primary election when she sought renomination. Show Less

Interview of Nancy Brown, October 18, 2019

This interview with Nancy Brown covers not only the ten years of her legislative career but her volunteer work on the local (township), state, and national levels. Her philosophy of focusing on the issues rather than party positions sometimes created problems for her within the Republican caucus. Her focus on local issues, from the Stanley Sewer Crisis to annexation to the Blue Valley Recreation Commission created legislative battles but left lasting change that she feels benefited her rural constituencies. She worked on a variety of women's issues, such as expanding funding for mammograms and discussed in detail Show Morehow the legislature was changing its attitude towards women members. She explains how she managed her family, particularly her school-age children during her time in the legislature. Interview of Sandy Praeger, October 18, 2019

Former Kansas legislator Sandy Praeger describes in this 2019 oral history interview how she never anticipated having a career in politics when she ran for the Lawrence City Council. Praeger looks back on her service in the Kansas House and Senate and her time as the elected Kansas Insurance Commissioner. While in the Legislature, Praeger represented a Lawrence district that she described as being a place where "it was easy to run more on policy issues than any kind of political ideology." Praeger ran for the State Senate after one term in the House. Praeger built her Show Morebackground on health issues, including insurance, in the Legislature serving on the Public Health and Welfare, Children and Families, and Insurance and Financial Institutions committees. She recalls stepping into the role of committee Chair during her first session in the Senate and presiding as Vice President of the Senate many years later. Praeger's background on health policy came to the forefront while the country was implementing the Affordable Care Act which she strongly supported as Kansas Insurance Commissioner. Show Less
