Interview of Paul Feleciano, February 11, 2022

Paul Feleciano served from 1972 until 2003 in the Kansas Legislature, primarily in the State Senate. During his 31 year tenure he served on almost every committee. His interview discusses a wide range of issues including groundwater management, mental health reform, and changes in the penal system. His descriptions of the personalities of Senate leadership make that era come alive. He characterizes the men and women serving in the 1970's and 80's as giants --articulate, caring, compassionate problem solvers who would work "across the aisles" to make things happen. As the legislature moved into the 21st Show MoreCentury, Feleciano noted the split in the Republican Party between conservatives and moderates became a real problem because, "they didn't want to compromise." After leaving the legislature, Feleciano was appointed to the Kansas Parole Board and served there for six years. Show Less

Interview of James Lowther, February 14, 2012

This series of interviews was done between between February 14 and June 5, 2012 by Loren Pennington, Professor Emeritus at Emporia State University. All fourteen of the cassette tapes and transcriptions were placed at the Kansas Historical Society. A family member asked the Kansas Oral History Project to post the legislative portions of the interview on this website because they are a complement to other interviews in the same period. Interview of James (Jim) Maag, September 28, 2021

The Kansas Oral History Project reviewed the original transcript of Dr. Burdett Loomis's interview of Representative Jim Maag and decided to recapture part of the interview on video for inclusion in a civic education series about the Kansas legislature. This videoed interview follows the original Loomis interview, asking similar questions. A transcription of the video is also posted here. In the original 2014 oral history interview, Jim Maag reflected on his service in the Kansas House of Representatives (1969-1976) including his term as Speaker pro tem (1975-1976). In this reprise of that interview, Maag's words Show Morecome to life. Maag's years in the House spanned a time of significant change and modernization of the Kansas Legislature and its processes. He provides a view into the evolution of the Legislature into a more professional organization. He comments on the bipartisan approaches to policymaking during that era when the urban-rural split affected the dynamic more often than purely partisan considerations. Maag was witness to the impact of the one person, one vote U. S. Supreme Court decision as well as the increased number of women legislators, and the reduced number of attorneys. Jim's recollections draw a vivid picture of an institution in transition. His connection with the Legislature continued in his role of legislative liaison for Governor Bennett and later as a lobbyist for the Kansas Bankers Association. Show Less

Interview Series of Don Hill by Janice Huston, Spring, 2017

In a wide-ranging series of interviews conducted by Jan Huston of the Lyon County Historical Society, former Representative Don Hill talks candidly about his experiences over 14 years of service to the 60th district in the Kansas Legislature (2003-2016). During those 14 sessions Hill experienced a sea-change in legislative culture as well as a profound shift in political philosophy among its leaders. Hill worked closely with three governors - Sebelius, Parkinson, Brownback-- and several Speakers of the House. His interviews reveal the intricacies of creating public policy and making change happen. For Show Morestudents of Kansas government, this set of interviews is invaluable to understanding the shifts in leadership which occurred during this period, as well as policy failures and successes with tough issues such as Medicaid expansion, a 10-year highway plan, and expansion of a coal-fired plant in the Garden City area. Interview of Ben Scott, January 14, 2022

Ben Scott describes his life of service as an activist for schools and the community as well as his church. Scott's early experiences with segregation and racism informed his later activities as a member of the Board of Education in Topeka as the district sought to achieve racial balance in its public schools. The desegregation plans he and Sherman Parks Jr. developed in 1990's were instrumental in dismissing the federal lawsuit against the district. Scott was a leader in the Topeka and Kansas NAACP. He pointed out their priorities were finding enough Black teachers as Show Morewell as improving housing. Racial profiling was another NAACP concern that he carried to the Kansas legislature along with his concerns about student achievement and teachers having enough resources. In his interview, Scott talks candidly about racism in the juvenile justice system, racial profiling, Critical Race Theory (CRT), and the role of the church in dealing with racism. His hopes for continued legislative service were derailed by loss of election in 2016; however, he still pushes for developing standards for teaching Black history.

Interview of Barbara Sabol, January 14, 2022

The former Secretary of Aging and Health and Environment under Governor John Carlin describes herself first and foremost as a nurse. That nursing background propelled her into high level positions in the local, state and federal government, always asking how her actions affected the children and the people she served. She started out in leadership positions in Kansas government and academia before being appointed Secretary of Aging by Governor John Carlin. She worked with advocates to establish the Silver-haired Legislature. She worked for Mayor Marion Barry in Washington DC in his office of Policy and Show MorePlanning in the Department of Human Services. Carlin asked her to return to Kansas as Secretary of Health and Environment where she quickly established a reputation as a problem solver for tough issues such as the permanent closure of a waste dump in Furley that leaked toxic chemicals. Sabol talks candidly about the challenges she faced as an African American and a woman and how she met those challenges. The interview concludes with her describing her latest project, housing for young adults who have aged out of the foster care system. Show Less

Former Kansas Governor Mike Hayden talks about how his life-long concern for wildlife and natural resources informed his entry into electoral politics, service in the Kansas House, time as Governor, and his subsequent career. This interview provides insight into how one Kansan was able to make a lasting impact on the state in a key public policy area. Hayden provides perspective on policies that were initiated during his time in office that remain in place and some that may need to be re-examined in the light of recent developments.

Interview of Fred Six, December 4, 2021

This oral history interview of retired Supreme Justice Fred N. Six is the first of a series of interviews of retired justices, judges and court personnel to examine the Kansas judicial branch. In the interview Justice Six recounts his career as Judge of the Court of Appeals and Justice of the Kansas Supreme Court, reviewing changes in procedure that took place during his years on the courts and topics of litigation the courts reviewed. Six's explanation of how the Supreme Court operates is clear and interesting, especially as he discussed the "growing pains" brought about from the Show More"IT Revolution." He described precedent-setting opinions and the process of writing a dissent. A discussion of the medical malpractice issues highlighted the tension between the courts and the legislature when new policy is adopted. After Justice Six left the bench, he was asked to work with the Senate and House Judiciary committees to alter the Merit Selection plan of judges. work which was ongoing until 2011. The interview concludes with him stating that his greatest takeaway from his years of service was the establishment in 1992 of the Lawyers Fund for Client Protection. Show Less

Interview of Joe Knopp, October 15, 2021

Joe Knopp's interview takes place 33 years after he left the legislature in 1988 after losing a close election and short-circuiting his political career. His recollections are still vivid and his interview describes a legislature that has changed considerably in recent years. Knopp served from 1981 through 1988 and during that time as chair of the House Judiciary Committee was involved in many significant issues: medical practice, corporate hog farming, changes in the DUI law, death penalty, reapportionment, severance tax. As Majority Leader he dealt with a growing split in the Republican caucus --led by the Rebels. Show More He tried to get votes for a special session on a new highway plan. He describes in detail the process of getting elected to a leadership position and how he won by one vote. He talks candidly about balancing his personal views with those of his constituents, particularly on liquor and gambling issues --and he speaks analytically about losing the election in 1988 and again in 2012 when he ran for the Senate. Interview of Jack Wempe, September 28, 2021

Jack Wempe of Rice County gave a detailed interview about the decade of the 1990's he spent in the Kansas House of Representatives. He played pivotal roles in the passage of the 1992 school finance bill and legislation to consolidate governance in higher education. He worked with members of both parties to pass legislation important to rural communities as well as education. Wempe became interested in taxation and economic development. Wempe also comments on the shift in philosophy of the Republican party during his time in office and its move to a more conservative leadership.
