Interview of Don Hineman, August 20, 2020

Interview Description

Representative Don Hineman describes himself as a centrist Republican whose views were shaped by his service as a local elected official. In the interview he talks about the legislative process and his experience on the Federal and State Affairs committee passing a bill to designate the state fossil and why that was important to some of his young constituents. Hineman discusses the state's fiscal difficulties under Governor Sam Brownback and his efforts to work with House Democrat Bill Feuerborn to pass a sales tax increase, and then to override the gubernatorial veto. Hineman illustrates how the use of power by legislative leadership can block something that the public wants using the issue of Medicaid Expansion. He concludes by talking about the decline of civility in the legislative process.

Interviewee Biographical Sketch

Representative Don Hineman is a farmer and rancher from Dighton, Kansas. He received his undergraduate degree in business from the University of Kansas in 1969. Hineman also earned two advanced degrees from the University of Michigan, one in business in 1970, and the other in natural resources in 1973. Hineman was elected to the Kansas House in 2008 and has continuously served for twelve years. He currently represents District 118, which includes all or part of the following counties: Lane, Scott, Wichita, Logan, Thomas, Gove, Trego, Graham, Sheridan. Hineman was elected majority leader for 2017 and 2018 but has decided not to run for re-election at the end of the 2020 term. He also served as Lane County Commissioner and Dighton City Council member.
