Interview of Barbara Sabol, January 14, 2022

Barbara Sabol, the Secretary of Aging and Health and Environment under Governor John Carlin describes herself first and foremost as a nurse. That nursing background propelled her into high level positions in local, state and federal levels of government, always asking how her actions affected the children and the people she served. Sabol began as a leader in Kansas government and academia before being appointed Secretary of Aging, working with other advocates to establish the Silver-haired Legislature. She worked for Mayor Marion Barry in Washington DC in his office of Policy and Planning within Show Morethe Department of Human Services. Carlin asked her to return to Kansas as Secretary of Health and Environment where she quickly established a reputation as a problem solver for tough issues such as the permanent closure of a waste dump in Furley that leaked toxic chemicals. Sabol talks candidly about the challenges she faced as an African American and a woman and how she met those challenges. Former Kansas Governor Mike Hayden talks about how his life-long concern for wildlife and natural resources informed his entry into electoral politics, service in the Kansas House, time as Governor, and his subsequent career. This interview provides insight into how one Kansan was able to make a lasting impact on the state in a key public policy area. Hayden provides perspective on policies that were initiated during his time in office that remain in place and some that may need to be re-examined in the light of recent developments.

Interview of Joe Knopp, October 15, 2021

Joe Knopp's interview takes place 33 years after he left the legislature in 1988 after losing a close election and short-circuiting his political career. His recollections are still vivid and his interview describes a legislature that has changed considerably in recent years. Knopp served from 1981 through 1988 and during that time as chair of the House Judiciary Committee was involved in many significant issues: medical practice, corporate hog farming, changes in the DUI law, death penalty, reapportionment, severance tax. As Majority Leader he dealt with a growing split in the Republican caucus --led by the Rebels. Show More He tried to get votes for a special session on a new highway plan. He describes in detail the process of getting elected to a leadership position and how he won by one vote. He talks candidly about balancing his personal views with those of his constituents, particularly on liquor and gambling issues --and he speaks analytically about losing the election in 1988 and again in 2012 when he ran for the Senate. Interview of Gary Sherrer, October 15, 2021

Gary Sherrer was a debater and it changed his life. His reflections on growing up in Topeka, winning a debate scholarship to Kansas State Teachers College and then teaching for eight years are the perfect backdrop to his later achievements. His association with the Graves Trucking Company and soon-to-be-Governor Bill Graves paved the way for him to become Bill Graves' Lt. Governor. Sherrer won the respect of many Kansas leaders, including Henry Bubb and Jordan Haines, two preeminent bankers who recruited him to the banking industry as chief marketing officer, and later, lobbyist when multi-bank holding company Show Morelegislation was pending. His debate skills served him well as a lobbyist, enabling the controversial bill to pass by one vote. He developed the Leadership Kansas model to train leaders. He knew how to solve community problems and displayed those skills as Secretary of Commerce for Governor Graves. One of his proudest accomplishments was the STAR bonds project in Wyandotte County, with Mayor Carol Marinovich. The interview is replete with examples of programs he developed or guided to fruition. Interview of Audrey Langworthy, October 18, 2019

This 2019 oral history interview of former Kansas State Senator Audrey Langworthy covers her first race to unseat long-time State Senator Norman Gaar, a race she won in 1984 and her four subsequent terms--a total of 16 years. Some of her new colleagues in the Senate steered her to the Assessment and Taxation Committee which she ultimately chaired and loved. Langworthy's tenacity comes through in the interview as she talks about the steep learning curve when she got to the Senate and to the Tax Committee. She received death threat letters after her vote on capital punishment which she sent Show Moreto the Kansas Bureau of Investigation. This interview includes an interesting discussion of strategy developed to pass the 1999 transportation plan and Langworthy's role in it. Her depiction of her views on leadership, her "personal first bill" on the Oregon Trail, and the Bi-state Cultural District bill are worth reading for insight into how Langworthy operated in the Senate and how the increase in the number of women Senators changed the culture of the Senate. Steel Magnolias – Conversation with former Representatives Martha Jenkins, Ginger Barr, Nancy Brown, October 18, 2019

This conversation among four female legislators describes their experiences as friends and colleagues in the Kansas Legislature in the 1980's and early 1990's. The climate of the Legislature at that time encouraged women to make friendships across the aisle without worrying about political party. Republican women had formed a group called the Steel Magnolias, saying "we're all different but we come together when we need to get something done." The particular incident described in this short conversation was an attempt to defeat a budget proposal in retaliation for an abortion amendment. News coverage of the incident stated, Show More"GOP Women's gang of Eleven shows men their chauvinism can be costly." The Skirts – Conversation with former Senators Audrey Langworthy and Sandy Praeger, October 18, 2019

The participants in this short Statehouse Conversation, former Kansas State Senators Audrey Langworthy and Sandy Praeger, reflect on the changes in attitudes toward women senators during their service. Three new Republican women were elected to the Senate in 1984. Because they shared an office, they frequently arrived in the Senate chamber together, causing their male colleagues to remark, "Here come the Skirts!" Langworthy and Praeger had both taught school, served on the same committees, and had also been elected to their respective city councils prior to running for the Senate. Interview of Richard (Dick) Bond, September 6, 2019

Former Senate President Dick Bond candidly discusses his 14 year career in the Kansas Senate which followed a 25 year career in Washington DC as chief of staff for 3 congressmen. Well known in Kansas Republican circles, Bond was appointed to fill a vacancy when Senator Jack Walker became Lieutenant Governor. Bond compares the politics of Washington to Kansas. He saw the passage of liquor-by-the-drink as a boon to economic development. Bond is most proud of the renovation to the Kansas Capitol which was started under his term as President of the Kansas Senate. Interview of Robert (Bob) Miller, November 9, 2017

Former Speaker of the Kansas House of Representatives, Robert (Bob) Miller recalls his many years of service to the State. He describes his involvement with the Young Republicans at K-State, his first campaign to represent his area of Sumner County, and moving up through the ranks in the House despite not having ambition for any other elected position. Miller reflects on his sometimes arms-length relationships with fellow House members and with lobbyists. From his position as chair of the House Federal and State Affairs Committee he oversaw the development of implementing legislation for liquor-by-the-drink, parimutuel wagering, and Show Morethe State Lottery by building subject-matter expertise within the committee. Miller describes instances when legislators' positions on policy issues did not break along purely partisan nor on purely urban-rural lines. He also witnessed the early development of what eventually became the conservative movement in the Legislature. The Legislative Wives – Conversation with Sue Bond, wife of former Senator Dick Bond, September 6, 2019

This short conversation with Sue Bond describes her experiences with other wives of Kansas legislators and wives of Kansas Governors. The Legislative Wives Association was formally organized in 1933 as a social medium for the wives of Kansas state legislators during sessions. The group held luncheons every week, rotating who acted as hostesses. Informally organized in 1929, the group originally met at the Topeka YWCA and later met at hotels in the city, mostly the Jayhawk Hotel. In this conversation Bond describes the Wives group as important for social support, information sharing, and fund-raising for Cedar Crest with Show Morethe sale of their Capitol Cookbook. Show Less
