Interview Description

Richard Carlson held several important positions in Kansas government --Secretary of Transportation, Chair of the House Taxation Committee, County Commissioner of Pottawatomie County--in addition to being a farmer/cattleman, banker, businessman. In his interview he speaks candidly about his efforts as Tax Chairman to pass and implement Governor Brownback's tax plan of 2012. He acknowledges the plan as finally passed was "unsustainable." In 2016 Governor Brownback appointed Carlson as Secretary of Transportation. His 2-3 years as head of that agency saw a lot of progress in implementing various transportation projects around the state.

Interviewer Chris Courtwright characterized Richard Carlson as an old-school, country gentleman legislator who is well-liked by everyone. Carlson believes that how you treat people in business, and at work influences decisions. Even in the tough environment of debating contentious taxes, he was successful in moving difficult legislation. Carlson credits some of his experience working for Brigadier General John Breidenthal during the VietNam war as enlarging his horizons. Carlson had vast experience in banking and business, with large and small banks, and small franchise operations before he got involved in political activity, first with the county commission and later, with the legislature. Carlson’s dedication to public service has left a lasting impact on the state, ensuring efficient transportation systems and fostering economic growth.
