Interview Description

Phil Martin served SE Kansas, as county treasurer, senator, appraiser and state Director of Property Valuation. He influenced major tax changes like reappraisal & classification and the implementation of the severance tax while in state government. His recollections of people with whom he served, and issues which which he dealt are interesting and factual.

Interviewee Biographical Sketch

Phil Martin is well-known in Pittsburg and southeast Kansas as a legislator, county official and appraiser. His family arrived in Oswego, Kansas in 1885, living and working as farmers in southeast Kansas small towns. He was born in Pittsburg, educated in its schools and graduated from Pittsburg University with a degree in Economics. After a brief stint in the military upon graduation, he began working for Crawford county as Deputy Treasurer, and later was appointed Treasurer by Governor Bob Docking. He moved from the Treasurer's office to become a full-time county appraiser for Crawford County. Governor John Carlin appointed him Director of Property Valuation for the state. Martin served 12 years (3 terms) in the state senate and returned to Crawford county to do private appraisal work, real estate and he buys and sells antiques.
