Interview of Howard Schwartz, April 25, 2023

Interview Description

Howard Schwartz credits Wilt Chamberlain for encouraging him to leave Philadelphia and come to Kansas to college. Then Jim James asked him to set up a system to manage personnel in 110 courts and 105 counties. Schwartz spent the next 32 years managing change within the Kansas courts as the judicial administrator. The interview covers court unification, the management of court dockets, the creation of child support guidelines, and the evolving relationship among courts and its judges over how the system is administered. Schwartz developed a special friendship with Justice Kay McFarland who asked him and his wife, Elaine to assist with the disposition of her estate when she died. Interviewee Biographical Sketch

Dr. Howard Schwartz, longtime Kansas Judicial Administrator, retired after 32 years as head of the Office of Judicial Administration. He is still the longest serving state court administrator in the country. Schwartz grew up in Philadelphia and worked in the family's delicatessen where he learned about customer service. After his father died, his mother encouraged him to go out of state for schooling, either South Dakota or Kansas where Wilt Chamberlain had gone. He selected Kansas for undergraduate work and a master's degree. He completed his doctorate in personnel at Texas A&M and went to work for the state personnel office. He was asked to head up the Office of Judicial Administration but had to ask the legislature to change the requirement that the OJA director be a lawyer to accept his Ph.D. Schwartz received the 1989 Distinguished Service Award of the National Center for State Courts for his outstanding career in court administration and for national leadership in the areas of court delay reduction, jury management and child support enforcement. He was also awarded the 1999 Kansas Public Administrator of the Year Award and the Kansas Bar Association's Honorary Membership Award in 2007, one of only 4 recipients in the Bar's history.
