Interview of Donna Whiteman, January 19, 2018

Interview Description

Former Representative Donna Whiteman's 2018 oral history interview provides detail about how the legislature functioned from 1983-1991. She describes the culture as less demonizing, more collegial and civil than is generally assumed by the public. Whiteman rose to a leadership position fairly quickly and became Majority Leader when the Democrats gained the majority in the House in 1991. One of Whiteman's assigned roles was to work with a group of Republicans called "The Rebels" - seven to nine members who would vote with the Democrats on certain bills. Whiteman also describes in some detail her experiences as a member of Governor Joan Finney's cabinet, particularly on issues such as foster care, long term care, and children and families. She observes that "after all the struggling in the 1991 session, the 1992 session is the shining star of progressive activity" and that the Children's Initiative produced visible, tangible, and beneficial legislation. Interviewee Biographical Sketch

Donna Whiteman is an attorney, formerly in private practice in Hutchinson, Kansas. She graduated from Evangel College in Springfield, Missouri, in 1971, and from Washburn University School of Law in 1981. Whiteman, appointed to a vacant seat in the Kansas House of Representatives in 1983, was first elected to the House in 1984, and reelected to three additional terms, serving from 1983 through 1991. She was assistant minority leader in 1989-1990 and became majority leader in the 1991-1992 legislative sessions. Whiteman resigned from the legislature in August of 1991 to accept appointment as Secretary of the Kansas Department of Social and Rehabilitation Services (SRS) and served in that position through early 1995. Upon leaving SRS she accepted a position as a staff attorney with the Kansas Association of School Boards.
