This oral history interview of Jack Wempe focuses on his experiences first as a student in a one-room school, next as a teacher, principal and superintendent in rural Kansas, then his legislative activities involving education issues, and finally, his service on the Kansas Board of Regents. Wempe's experience covers the scope of education in Kansas over several decades of critical change. His interview covers school unification, changes in funding public schools, qualified admissions, and reorganization of higher education with the Board of Regents assuming coordination of the nineteen community colleges.

Interview of Wint Winter, August 9, 2024

This oral history interview covers not only the decade of Wint Winter, Jr's legislative service, 1983-1992, but also his continued involvement with politics up to the time of the interview in 2024. The 1980s and early 1990s saw considerable change in taxes, education funding, and abortion law, to name a few. The mineral severance tax, the "booster" tax, classification and reappraisal for property tasation, and a new school finance law that lowered property taxes were all discussed in this interview. During his time in the Kansas Senate, Winter chaired the Judiciary Committee and was Vice-chair of the Show MoreWays and Means Committee during that period. Winter was involved in shoring up the KPERS fund for state employees and appropriating funding for educational institutions, including colleges and universities. Senator Winter was a strong advocate for bipartisanship, saying, "No Party has a monopoly on good ideas." After leaving the Legislature, remained active in politics as a founder of Traditional Republicans for Common Sense.

Interview of Bruce Larkin, April 12, 2024

Larkin's interview focuses extensively on his involvement with tax issues during his 20-year tenure in the legislature, and after, at the Board of Tax Appeals (BOTA). He tells lots of funny stories in the interview, particularly about legislative strategy. Larkin got interested in the legislature because of the American Agriculture movement in the mid-1980's. He joined the Department of Revenue's Use Value Advisory Group at a time when appraising farm ground was difficult. Larkin was a small family farmer who farmed ground that his great grandfather had bought in 1878. Larkin was also interested in education; Show Moreparticularly how small rural communities were faring under the school finance formula. But his consistent interest was in taxation. He was involved in almost every tax issue that surfaced during his 20-year involvement with the legislature, and afterward, as a staff member at the Kansas Department of Revenue or on the Court of Tax Appeal as a judge or as Chief Judge. His discussion of issues surrounding classification and appraisal is very informative. He described changes in the use value appraisal of agricultural land. Show Less

Interview of Ed McKechnie, February 9, 2024

This lengthy and wide-ranging interview is full of interesting stories about how the legislature worked when its leaders realized the House Democrats were in the majority by one vote (1990 election) with a new Democratic governor. The 1991-92 session was historic because of the major changes in property taxes and school finance. McKechnie built relationships across the aisle which helped him accomplish things and pass legislation. His interview is replete with descriptions of legislators with whom he worked. McKechnie served on the Kansas Bioscience Authority and after its demise, on the Kansas Board of Regents. Show More He discussed the transition of the University of Kansas Hospital to being designated a major cancer center. One particularly interesting story for football fans is about the major conference realignment that occurred from 2011 to 2012. He described in detail the negotiations over which university would stay or leave the Big XII. Ordinarily the Regents would not have been involved, but the impact of these decisions was too great to ignore. McKechnie also talks about the decisions the Regents made about raising tuition.

Interview of George Teagarden, October 28, 2022

This interview with George Teagarden covers the 14 years he spent in the House of Representatives, mostly serving on the Ways and Means/Appropriations committee. Teagarden describes the committee whose job was to work the state budget every year. In the early years it was characterized by cooperation and working together on issues regardless of party. He notes that cooperation was changing as he left and becoming much more partisan. The use of provisos often bypassed the traditional legislative route for policy-making. Interview of Paul Feleciano, February 11, 2022

Paul Feleciano served from 1972 until 2003 in the Kansas Legislature, primarily in the State Senate. During his 31 year tenure he served on almost every committee. His interview discusses a wide range of issues including groundwater management, mental health reform, and changes in the penal system. His descriptions of the personalities of Senate leadership make that era come alive. He characterizes the men and women serving in the 1970's and 80's as giants --articulate, caring, compassionate problem solvers who would work "across the aisles" to make things happen. Interview of Joe Knopp, October 15, 2021

Joe Knopp's interview takes place 33 years after he left the legislature in 1988 after losing a close election and short-circuiting his political career. His recollections are still vivid and his interview describes a legislature that has changed considerably in recent years. Knopp served from 1981 through 1988 and during that time as chair of the House Judiciary Committee was involved in many significant issues: medical practice, corporate hog farming, changes in the DUI law, death penalty, reapportionment, severance tax. As Majority Leader he dealt with a growing split in the Republican caucus --led by the Rebels. Show More He tried to get votes for a special session on a new highway plan. He describes in detail the process of getting elected to a leadership position and how he won by one vote. He talks candidly about balancing his personal views with those of his constituents, particularly on liquor and gambling issues --and he speaks analytically about losing the election in 1988 and again in 2012 when he ran for the Senate. Interview of Jack Wempe, September 28, 2021

Jack Wempe of Rice County gave a detailed interview about the decade of the 1990's he spent in the Kansas House of Representatives. He played pivotal roles in the passage of the 1992 school finance bill and legislation to consolidate governance in higher education. He worked with members of both parties to pass legislation important to rural communities as well as education. Wempe became interested in taxation and economic development. Wempe also comments on the shift in philosophy of the Republican party during his time in office and its move to a more conservative leadership. Interview of Kent Glasscock, June 11, 2021

As Majority Leader, and then as Kansas House Speaker, Kent Glasscock found ways to work productively with the conservative wing of the Republican caucus. The first part of the interview describes how Glasscock decided to run for office and his six campaigns. As he moved up in leadership, the interview talks about several situations where his views as a moderate Republican clashed with the growing number of conservatives in the Republican caucus. Finally, Speaker Shallenburger called Glasscock to his office and together they made peace and subsequently worked well together. Glasscock cites the school finance bill that Show Moredealt with a capital outlay for school buildings as one of his best, most long-lasting accomplishments as well as the Confined Animal Feeding legislation. Styling himself as a true "policy wonk", Glasscock's descriptions of legislative antics in passing legislation are really interesting.
