Interview Description

In a 2015 oral history interview, Mike Johnston recalls his time in the Kansas Senate from being a newly-elected Senator to his successful race for Minority Leader, unseating the incumbent Leader. Johnston talks about his interactions with other senators and the dynamics of the Senate in the mid-'80s. He discusses his relationship with the Governor's Office as he joined the administration of Joan Finney after deciding not to seek another term in the Senate. Johnston recalls the role of lobbyists in the legislative process and his perspective on that role when, after his retirement from the Turnpike Authority, he represented the League of Kansas Municipalities for a short time.

Interviewee Biographical Sketch

Former State Senator Mike Johnston attended Pittsburg State University in the late 1960s. His first contact with state government was employment in 1971 in the Department of Human Resources, the predecessor agency of the Department of Labor. In 1976 he resigned from that position and returned to Parsons to challenge the one-term incumbent Senator. Mike served in the Kansas Senate from 1977-1990, becoming the Minority Leader in 1985 and holding that position until 1990 when he decided not to run again. From 1991-1994 Mike served in the administration of Governor Joan Finney as Secretary of Transportation. In 1995 he became CEO of the Kansas Turnpike, a position he held until 2010 when he retired from state service.
