Interview Description

This is the first of two oral history interviews of Fred Kerr in this collection. (Ed Flentje conducted the second interview 2018.) Kerr reflects on his 15 years in the Kansas Senate representing the 33rd Senate district. He recalls Senate leaders and fellow Senators who helped him as a freshman and the influence of those mentors on his career. Fred talks extensively about the process involved in securing a leadership position in the Senate and the dynamics of leadership races. He also reflects on the urban-rural divide in Kansas politics that during the late 1970s and early to mid 1980s was often more of a force than the partisan divide. Interviewee Biographical Sketch

Fred A. Kerr was born December 29, 1940 in Spearville, Kansas. He is a 3rd generation farmer and stockman in Coats, Pratt County, Kansas. He graduated from Oklahoma State University in 1963. Kerr served in the Kansas State Senate representing the 33rd district for 16 years, from 1977 to 1992. During four of these years, 1989-1992, he served as Majority (Republican) Leader. He was designated the chairman of the Senate Assessment and Taxation Committee in 1984. Kerr participated in the redistricting process after the 1990 census. He ran for Governor of Kansas in 1994, losing to Bill Graves in the primary. He was appointed to the Kansas Board of Regents by Governor Graves in 1999. Fred Kerr is married to Nancy. They have two children, Kathryn and Alan. His brother, Dave Kerr, was also a Kansas Senator.
