Interview Description

Andy Tompkins has had a leading role in education in Kansas that started in 1970 when he was hired to teach English in Hugoton. That job quickly became Principal and then Superintendent of 3 different districts until he was tapped in 1996 as Commissioner of Education. The interviewer, Mark Tallman skillfully leads Tompkins through the changes that have taken place in public education in Kansas over the years. His interview touches on special education, "A Nation at Risk", the movement to improve education, standards and the 1992 School Finance Reform Act. Tompkins is able to explain why things changed and with what result; Tallman has also been active in education with the Kansas Association of School Boards and the two, together lay out the changing educational landscape from 1970 - 2020 including what was happening in higher education. After leaving the commissioner's office, Tompkins began teaching at the college level, then became Dean of the College of Education in Pittsburg, and later, President and CEO of the Kansas Board of Regents and interim President of both Wichita State and Fort Hays Universities. Interviewee Biographical Sketch

Andy Tompklins was born in a small community east of Oklahoma City. He graduated from high school there and also Oklahoma East Central University. Upon graduating he taught one year in 1969-70 in Pauls Valley, Oklahoma before taking a job to teach English in Hugoton, Kansas. He obtained a masters degree at Emporia State in order to become a high school principal. His superintendent encouraged to get doctorate at Kansas University. With his doctorate in hand, he was hired as superintendent of schools in three places, including El Dorado and Salina. The next move was to Pittsburg State and then he became the Kansas Commissioner of Education. He was in that role until 2005. Then he joined the faculty at KU, then back as dean of Pittsburg State, and finally, CEO of the Kansas Board of Regents. Tompkins officially retired in 2015. But then the FHSU president left early right before Thanksgiving in 2016. Tompkins served as interim president at Fort Hays for just a little over a year until they found a new president. Then, in 2019, he was called to serve as interim president at Wichita State until December of 2019. Today, he is still retired and volunteering.
