Interview of John Carlin, June 14, 2019

This 2019 oral history interview focused on the experiences of John Carlin during his legislative career in the House of Representative from 1971-1978 where he led his caucus to achieve the majority party status, and his becoming only the second Democratic House speaker in the 20th Century. The interview contains anecdotes about his experiences in 4-H which he believed developed his leadership skills as well as the issues he embraced during his terms in the House. Carlin also candidly discussed the challenges he faced in working to overturn a veto of a governor of his party. Issues covered in this Show Moreinterview included prisons, the death penalty, reorganizing government, due process for teachers, court unification, centralization of the welfare system at the state level and the politics of roads and transportation. Carlin pointed to livestock judging as training for making decisions. Carlin found that learning to make fast, accurate decisions contributed to his political success.

Interview of Joe Harkins, April 24, 2019

In 2019 Joe Harkins sat down for an oral history interview conducted by Rex Buchanan. Harkins describes a career that began in public health and ranged from addressing nursing home problems in Kansas to initiating a graduate program in health administration. Persuaded to take on running the Kansas Water Office, Harkins engaged in transforming the culture of water administration at a time when issues related to water had a high priority in the state. In a detailed discussion of water policy, he discussed the dynamics of the relationship between governors and the legislature in developing, adopting, and funding Show Morea state water plan in the 1980s and early 1990s. Harkins brings the perspective of a professional public administrator to the issue of water policy development. He recalls learning about water policy while he was in charge of developing it. Harkins also has the perspective of a key staff member in several administrations in which water policy was a high priority. He reflects on the importance of gubernatorial leadership and the power dynamics among the various interests that shaped the ultimate policy. Harkins laments that water issues are no longer among the highest priorities in state public policy administration. This interview provides the most comprehensive explanations of policy development in practice in Kansas state government that is available.

Interview of Fred Kerr, April 13, 2018

Fred Kerr reflects on his 15 years in the Kansas Senate representing the 33rd Senate District. He recalls Senate leaders and fellow Senators who helped him as a freshman and whose influence guided him throughout his career. Kerr talks about the process involved in securing a leadership position in the Senate and the dynamics of leadership races. He observes how relationships between competitors for leadership offices affected Senators differently and how they worked together in subsequent legislative sessions. He also reflects on how decisions were made regarding tax policy to fund both highways and public schools. Interview of Alicia Salisbury, October 23, 2020

Former Senator Alicia Salisbury grew up in a political family--both father and grandfather served in the legislature--so her sixteen years of service as a Kansas Senator continued the family tradition. She also was a serious legislator who believed in community service as witnessed by the numerous boards and committees on which she served, both volunteer and elected. Salisbury's driving interests were improving the economy of Kansas and bringing growth in wealth to her community and state. Salisbury's 2020 oral history interview chronicles her work ethic. With her children no longer at home, she had the Show Moretime and the interest to dive into a wide assortment of issues, from workforce development, to interstate banking, to telecommunication reform, to a blue ribbon panel on workers compensation. Salisbury worked long hours and focused on constituent services. She boldly asked for the committees that interested her and championed changes where necessary. Salisbury succeeded in changing the Labor and Industry Committee into the Commerce Committee to handle everything from economic development strategies to workers compensation. She tackled tough issues with a sense of humor and the skills of collaboration learned as a volunteer leader. Interview of John Vratil, September 13, 2022

John Vratil served 14 years in the Kansas Senate, chairing the Judiciary Committee eight of those years and serving as Senate Vice-President for 10 years. Vratil was a leader in the Senate on both education and judiciary issues. He served on the Judicial Council helping the courts coordinate policy initiatives with the executive and legislative branches. He discusses the change in the power structure of the Senate, from "moderate Republican to Right Wing Conservative." He cites Medicaid expansion as one example of an issue popular the public, but not with the "right-wing" conservative majority. Interview of Jim Denning, April 13, 2023

Jim Denning served four years as Majority Leader for the Kansas Senate. His interview reveals his Western Kansas leanings, despite having worked, lived and represented Johnson County. HIs legislative interests included health care policy, funding KPERS and school finance. He described Senate Bill 9--KU Cancer designation--as one of his important contributions. Denning found that Governor Brownback’s tax plan was creating problems for Kansas – “too deep and unsustainable.” His philosophy was, "At the end of the day, you have to govern." Throughout his tenure in the Senate, Medicaid expansion was a pressing issue, but Show Morehe didn’t like the way the bills were constructed, so he developed a Republican alternative that he thought would be a model for the country. His interview details how he kept the Democratic alternative from passing, but his own bill was caught up in abortion politics and failed to pass. Denning led the Senate during three special sessions: school finance, COVID, and repealing the Brownback tax plan. Show Less

Interview of Rod Bremby, December 22, 2023

As Secretary of Health and Environment for Kansas, Rod Bremby became the first U.S. public official to deny a coal-fired power plant operating permit due to climate change. In this interview he reflects on that decision made while navigating uncharted policy terrain and on lessons learned during his 30-year career in public service at the local and state levels. Bremby describes missed opportunities in considering the power plant operating permit application while saying clearly that, even in retrospect, it was the right decision. Bremby also explains how integration of health and environmental policy makes sense at the Show Morestate level. Interview of Kathleen Sebelius, January 18, 2023

In this 2023 interview of Kathleen Sebelius by Rex Buchanan, the former Kansas governor explored key energy and environmental issues and how they were addressed during her administration (2003-2009). Those issues included rejection of a new coal-powered electricity generation plant in western Kansas, voluntary protection of the 'heart of the Flint Hills' from wind farm development, and increased pressure on the state's dwindling water supplies. Sebelius attributes many of the energy and environmental approaches of her administration to the expertise and creativity of her cabinet, including Rod Bremby, Secretary of Show MoreHealth and Environment, former Governor Mike Hayden who served as Secretary of Wildlife and Parks in the Sebelius cabinet, and Joe Harkins, a trusted advisor. Interview of Kathleen Sebelius, March 8, 2004

This 2004 oral history interview of Kansas Governor Kathleen Sebelius was conducted by Dr. Bob Beatty of Washburn University as part of the Kansas Governors Recorded History and Documentary Project. At the time if this interview she was halfway through her first term as governor. Sebelius described her political lineage as the daughter of an Ohio governor and her transition from a volunteer to a Democratic leader in a Republican-leaning state. Throughout the interview, she reflected on the visibility and intensity of the role of governor, emphasizing her commitment to consumer advocacy, bipartisan cooperation, and fiscal responsibility.
